Pronounced at the end of the “social conference” which took place on Monday October 16, Elisabeth Borne’s words well sum up the scope of the event, to which unions and employers were invited. After a day of debates at the Economic, Social and Environmental Council (CESE), in the Palais d’Iéna in Paris, the Prime Minister did not deliver any sensational announcements and, moreover, no one expected any.

Promised by Emmanuel Macron, this time of exchange above all made it possible to trace paths and initiate projects so that “work pays better”, as the head of government said. On two occasions, she declared that the objective of ” full employment “pursued by his government, must “go hand in hand with the right job”. At the end of the day, which began with a minute of silence in tribute to the professor killed, three days earlier in Arras, by a young radicalized Russian, the Medef was satisfied, very few restrictive measures having been taken on Monday, towards employers. Conversely, employee organizations indicated that they remained unsatisfied, with nuances in the disappointment expressed.

In terms of new decisions, two of them had been revealed the day before, in an interview that Ms. Borne had given to La Tribune-Sunday. This involves, first of all, the creation of a “High Remuneration Council”. The Prime Minister provided some details on Monday on this new body, whose missions and composition will be defined in close collaboration with the social partners. This High Council will be responsible in particular “to accompany” professional branches so that they regularly review their collective agreements and update classifications, in order to take into account the increase in skills of employees. It will also monitor the evolution of remuneration, while preventing “the settling of the grids” salaries close to the minimum wage. Finally, it will look at the question of “part-time work” and “short contracts”so as to prepare a “interprofessional negotiation” dedicated to these situations, sources of precariousness for workers.

Reduce pay gaps

The second decision confirmed on Monday concerns the overhaul of the professional equality index. Set up in 2019 to measure and reduce the pay gap between women and men, this system will be the subject of consultation, the aim being to make it more efficient within eighteen months. An approach that responds to the European directive on salary transparency, applicable in member states in June 2026 – at the latest.
