Speaker Appavu expressed his decision in the Assembly regarding the incident that occurred during the Governor’s speech in the Tamil Nadu Legislative Assembly. At that time, the Governor delivers the speech as per the Constitution and the rules of the Legislative Assembly. If the governor obstructs or interferes with the speech, the Speaker will consider it as a nuisance and take action. In view of this, the Speaker pointed out that various incidents have taken place in the Assembly in the past, and in 1988, when Fatima Bivi was the Governor, the opposition parties stood up on the seats in the Assembly and tied a black flag over their mouths to cause confusion.

Also, in 2012, the opposition parties took part in a dharna protest to embarrass Governor Sujit Singh Barnala. On the ninth of last, the members of the assembly came before the seat of the governor when he was present to express their thoughts in their hearts. They raised slogans. No untoward incident, dharna or sit-in protest took place as happened in the past. Dad said that his judgment is based on that.

In 1995, the Legislature amended Rule 92-7. But in order to protect the dignity of the President, Governor and Justice, the Speaker pointed out the past events that all these amendments were changed and brought as a law.

The Speaker said that except the Chief Minister and the Government take responsibility for the comments expressed in the speech, no one will tell the Governor, and the speech ends with the reading of the speech to the Governor.

In this unusual situation, the Chief Minister made a wise decision and came up with a resolution which was passed unanimously. Thus the dignity of the assembly was saved and it set an example not only for Tamil Nadu but also for India.
