The United Nations formed a resolution which led to a war with very few combatants. Now the lead prosecutor at the International Court of Justice in The Hague is seeking arrest warrants from an agency that does not have a police force. For Libya, there are too many decisions, although the most recent one is of particular importance.

Luis Moreno Ocampo, the International Court of Justice’s chief prosecutor, presented evidence in it that indicated the issuance of arrest warrants for Libyan leader Muammar Gaddafi, his son Saif al-Islam and Abdullah Senoussi, whom he cites as war crimes suspects. Moreno Ocampo argues that the three act as a leadership group, in which Saif al-Islam is recognized as the de facto prime minister, while he further argues that Muammar Gaddafi was the head of a campaign “aimed at preserving his absolute power.”

The charges relate to the execution of peaceful protesters in public and private spaces, using heavy weapons, and the prosecutor says they are substantiated by “evidence of orders issued by” the Libyan leader himself.

In order to include Saif al-Islam among the defendants, it is said that Moreno Ocampo ignored several pressures he received from powerful British friends of Libya as well as from European and non-government officials, as they see him as a possible interlocutor in their efforts to lead to a truce and rapid completion of operations in Libya. The Libyan leader’s son’s image as a Europeanized political reformer of his country was dealt a severe blow when he claimed the regime would fight “to the last bullet”, marking what many consider to be the start of his biggest involvement in Libyan politics.

Moreno Ocampo does not specify the source of his information and speaks of senior officials of the Gaddafi regime, hoping to spread panic and doubt in the Libyan government.
