The head of Transbaikalia will ask to change the law on trapping homeless animals after the death of a child

The Governor of the Trans-Baikal Territory, Alexander Osipov, will ask for changes to the law on stray animals, which, in his opinion, now does not allow stray dogs to be removed from the streets. This measure was proposed after a seven-year-old girl died in Domna as a result of an attack by dogs.

“Unfortunately, there are flaws in the law that do not allow us to remove dogs from the streets of settlements. I have spoken about this many times. We will appeal to the Federal Assembly, the State Duma, the Government of Russia with a request to change this law,” Mr. Osipov said during the meeting (quoted by RIA Novosti).

As noted in the message on the website of the regional administration, the authorities will consider allocating additional money to municipalities for the construction of shelters and trapping stray animals. They stressed that they are studying the experience of Yakutia and Buryatia, where similar tragedies have also recently occurred.

Earlier, the Investigative Committee of the ICR for the Trans-Baikal Territory announced the initiation of a case into the death of a girl. Her body was found in the evening in a wasteland with bite marks. As noted at the meeting, the authorities of the region will also allocate an additional school bus for Domna, and they will put lamps on unlit streets. The head of the ICR, Alexander Bastrykin, instructed to transfer the case to the central office of the department.

Note that this is not the first time that stray dogs have caused the death of children in Transbaikalia. In 2015, dogs killed a second grader in Chita. After that, an emergency regime had to be declared in the capital of the region in connection with the capture of animals.
