During this workshop, the Vice-President of this council, Emmanuel Gateretse who opened these activities indicated that this body is responsible for carrying out judicial recovery, with among other missions to propose necessary reforms for a good administration of justice.
For his part, the Permanent Secretary of this council, Grégoire Nkeshimana, said that this plan aims to improve the well-being of the population and foreigners living on Burundian soil.
He also specified that the results-oriented planning process is based on 4 strategic axes aimed at significantly reducing the level of corruption, the level of cases of misjudgement, the level of non-execution of judgments as well as improving institutional development and its functioning which must be consolidated by x percent by 2027.
Grégoire Nkeshimana also suggested that this council initiated the results-based planning process, to meet the objectives of the 2040-2060 vision, in relation to justice. For him, these objectives cannot be achieved if justice reforms are not initiated.
In order to enrich this document, the workshop participants formulated a number of recommendations, aimed at improving judicial administration.
These recommendations include: Framing the misjudged to avoid the massive entry of files within the High Council of the Judiciary, the free registration of all land properties in order to reduce or eradicate land conflicts, the improvement of the working conditions of magistrates which consists in the professionalization of the executives of the judicial system and the acceleration of procedures, in order to increase the confidence of internal actors and development partners, setting up anti-corruption cells in each service, which would work closely with the High Council of the Judiciary, in order to eradicate the scourge of corruption and many others.
In addition to the members of the High Council of the Judiciary, this workshop was attended by the executives of its permanent secretariat, the executives of the presidency of the legal office, executives of the judicial system, the representative of the Ombudsman institution as well as representatives of civil society working in the justice sector.
