The head of state is dissatisfied with the “Glavchev” cabinet because of his appointments

The so-called home book, from which President Rumen Radev can choose official prime ministers, is getting shorter and shorter. And even before the new election was even reached, the only new person among the possible candidates – head of the parliament Raya Nazaryan – resigned from the post.
Recent changes to the Basic Law, which the Constitutional Court upheld, limited Radev to choose a prime minister from only 10 people in the state. The “House book”, as he himself called the list, includes the speaker of the parliament, the head of the Audit Chamber (such as the current acting prime minister Dimitar Glavchev) and his deputies, the director of the BNB and his deputies, the ombudsman and his deputy.
In March, when Radev led the talks with the potential candidates, only Dimitar Glavchev accepted. His two deputies Toshko Todorov and Gorica Grancharova-Kozhareva also refused – they were very worried. Todorov even then said that his wife did not sleep for a month because of worry.
Rosen Zhelyazkov said “No” to Radev, and the leader of GERB Boyko Borisov was against having a bright party figure at the head of a cabinet.
The head of the BNB Dimitar Radev and his deputies Radoslav Milenkov, Petar Chobanov and Andrey Gyurov also refused. The latter is now on forced leave after the anti-corruption commission declared him ineligible for involvement in the management of a company.
And there is no ombudsman today
– Diana Kovacheva became a judge in Strasbourg, and her deputy, Elena Cherneva-Markova, was considered by the president for acting prime minister, but resigned while the selection process was underway in March. It is not clear whether the 50th National Assembly will be able to elect a new public defender before the end of its mandate.
Thus, now, compared to April, when Glavchev was sworn in, only Raya Nazaryan is new in the “housebook”.
I have no ambitions to become a caretaker prime minister. If I am invited by President Rumen Radev to take up this post, I will refuse, however, the parliamentary boss announced on Wednesday.

And he recalled his meetings with potential candidates in March. “This is one of the big problems of this constitutional change,” commented the president. According to him, the new texts distort the function of a number of state institutions. And besides the candidates for the positions there having to meet the criteria for them, “it will be thought with the presumption that they can also become prime ministers”.
The change in the constitution for official offices was among the reasons why President Rumen Radev appealed to the Constitutional Court. Last week, however, he was unable to muster a majority on the issue and so the text remained. However, the president got back his power to reinstate the appointments of the two chief justices and the attorney general. At the same time, the Supreme Court did not allow the amendment, which reduced the mandate of State Prosecutor No. 1 from 7 to 5 years.
It turns out that normally the National Assembly cannot touch the powers of the chief prosecutor, but it has the right to limit the powers of the head of state, and those that directly concern the state administration, the president was outraged on Wednesday. According to him, the decisions of the court are paradoxical – there is no judicial reform, but “there is a government without any political responsibility”.
When they changed the constitution, one of the reasons was that the parliament would control the caretaker government. But where are the results of this control? Because I don’t see them.

And this can be seen in a number of absolutely unmotivated personnel changes, continued Radev.
The president explained that it is not only about the regional governors replaced by the cabinet. On the same day, another reshuffle took place – Vladimir Dimitrov was returned to the head of the Razgrad administration. He changed his appointment at the beginning of July to Sevdjan Sadkeev. He was nominated for the DPS cadre and took up the post even though the parliament refused to release him as a member of the Supervisory Board of the Agency for Public Enterprises and Control.

At the head of the government’s Air Force 28, the cabinet appointed the former head of the NSO, Gen. Todor Kodzheykov. He took over at the end of June from Gen. Zlatko Zlatev, who is a former commander of the Krumovo military air base.

The reason for Zlatev’s replacement was that the equipment of the government plane “Falcon” failed while he was still on the ground, Radev revealed, however.
Someone explain to the prime minister that it is normal for a piece of equipment to fail and it failed on the ground. (…) Every few hours, something fails and it is an honor that both the flight and the engineering and technical staff dealt with it at the moment. This is not a problem and a pretext to release, there are completely other dependencies here, Radev insisted.
Kodzheykov was a personal guard of former Prime Minister Boyko Borisov. In 2015, he became the head of the government aviation unit. However, Stefan Yanev’s office, appointed by Radev, released him 3 years ago.
My huge and deep respects to Gen. Kodzheykov as a security guard and an athlete, but in the job description of the director of the unit it is written that he must be an aviator. So you remove the pilot gen. Zlatev, who has been involved in aviation all his life, who flies at the moment, and you put a security guard and an athlete? What he is talking about – either complete incompetence – this minister of transport does not understand anything about aviation, or deep dependence – order fulfillment. I think in this case it’s about both, said Radev.
