The House of Representatives closes the second session of the 2023-2024 legislative year

In a speech on this occasion, the Speaker of the House of Representatives, Rachid Talbi Alami, indicated that the closing of this session, at the level of plenary sessions, coincides with the commemoration by the Moroccan people of the 25th anniversary of the accession of His Majesty King Mohammed VI to the Throne of His glorious ancestors.

On this happy occasion, Mr. Talbi Alami wished to express to His Majesty the King his sincere congratulations, imploring the Almighty to perpetuate the blessings of health and well-being on the Sovereign, leader of the march of progress and edification, and to fill Him in the persons of His Royal Highness Crown Prince Moulay El Hassan, His Royal Highness Prince Moulay Rachid and all the members of the august royal family.

Over the past 25 years, under the wise leadership of His Majesty King Mohammed VI, Morocco has consolidated its territorial integrity and asserted its legitimate historical rights over its southern provinces through sustained action on several fronts, Mr. Talbi Alami stressed.

This action, he recalled, focused on the development front, through the implementation of enormous structuring projects for the development of the southern provinces, on the international relations front, thanks to a firm and convincing diplomacy driven by HM the King and, in particular, on the strategic and defense front, where the valiant Royal Armed Forces stand as a bulwark against any attempt to undermine territorial integrity and national security.

This was achieved in parallel with the consolidation of democracy and state institutions, the protection of human rights in their various forms, the achievement of various transitions and the strengthening of the Kingdom’s position as a force of influence at the regional, continental and international levels, noted the Speaker of the First Chamber of Parliament.

Regarding the achievements made by the Chamber in the exercise of its functions, Mr. Talbi Alami stressed that they must be addressed in the national context and in their dialectical relationship with the concerns of Moroccan society.

In this sense, he highlighted the commitment of all components of the House, majority and opposition, to improve production in the areas of control, evaluation and legislation, adding that it is in this framework that “we have adopted by consensus amendments to the internal regulations which are, after the Constitution of the Kingdom, the reference and regulator of our work.”

In addition to the commitment to apply the legal effect of the Constitutional Court’s decision to this regulation, Mr. Talbi Alami affirmed that the components of the House have kept in mind the High Royal Directives on the Parliamentary Code of Ethics contained in the Message addressed by His Majesty King Mohammed VI, on January 17, 2024, to the participants in the National Symposium commemorating the 60th anniversary of the creation of the first elected Moroccan Parliament.

Following these High Royal Directives and the wise vision of His Majesty the King, he continued, “we have all, opposition and majority, bureau and presidents of parliamentary groups and groups, ensured that the Parliamentary Ethics Code regulates a series of practices and cases, establishing the need to prioritize the commitment to serve the public interest and set an example in terms of parliamentary behavior and practice,” he maintained.

The aim is to contribute to the consolidation of democracy, the rule of law and the culture of dialogue, and to strengthen confidence in institutions, as stressed by His Majesty the King, said the Speaker of the House of Representatives.

More than an ordinary text to regulate the work of the House, the internal regulations are “a document with multiple dimensions, since they extend from the organization of work to the regulation of relations with the executive power and other constitutional institutions and governance bodies, as well as the definition of sanctions in the event of violation of its provisions,” he explained.

“This is a binding text that we must all ensure its proper application and respect, as well as keep in mind its provisions, its philosophy and its essence in every act, position and decision,” insisted Mr. Talbi Alami.
