On this occasion, the Minister Delegate in charge of the Digital Transition and Administrative Reform, Ghita Mezzour, indicated that this legal text is the result of four legislative proposals submitted by members of the Progress and Socialism groups, Istiqlalien of Unity and Egalitarianism, Authenticity and Modernity and Socialist-Opposition Ittihadie in the House of Representatives, noting that these proposals aim to strengthen the social protection of public administration officials and improve their social situation.

The legislative proposals aim to revise the legislative provisions relating to medium and long-term sick leave, to allow civil servants benefiting from said leave to keep the total salary corresponding to their administrative situation for the entire duration of the two leaves, explained Ms. Mezzour, noting that they also advocate strengthening the health security of civil servants by including illnesses relating to “neurocognitive disorders”, including Alzheimer’s, in the list of illnesses giving entitlement to long-term sick leave.

According to Ms. Mezzour, these provisions also tend to eliminate the penalty of dismissal with suspension of the right to retire, taking into account the negative effects of the penalty of deprivation of the right to retire on the civil servant and his dependents, whereas this is incompatible with the right to social protection as stipulated in article 31 of the Constitution, while knowing that a civil servant cannot be sanctioned twice for the same reason.

The minister also highlighted the special attention paid by HM King Mohammed VI to the project of social protection and its generalization for the benefit of all citizens in order to preserve their dignity.

For his part, Abdelilah Idrissi Bouzidi, member of the Istiqlalien Group of Unity and Egalitarianism, observed that this text of law aims to update certain legal provisions which have become obsolete, no longer meet the requirements of the implementation implementation of the constitutional scope of fundamental rights and do not keep pace with the work relating to the construction of the social State advocated by the Sovereign and which the government has made one of the priorities of its program.

For his part, Mohamed Saibari, member of the Authenticity and Modernity Group, highlighted the relevance of this text because it concerns two very important issues, namely medium and long-term sick leave with a view to improving conditions civil servants so as to ensure them a stable income allowing them to access good social protection throughout the period necessary for treatment without facing financial difficulties.
