The House of Representatives unanimously approves the bill on the general status of the civil service, in second reading
Rabat – The House of Representatives unanimously approved, on Thursday, the bill amending and supplementing certain provisions of Dahir No. 1.58.008, of February 24, 1958, relating to the general status of the civil service, within the framework of a second reading.
This legislative text aims to strengthen the social protection of civil servants in public administrations and to improve their social situation, in particular by revising certain legislative provisions relating to medium and long-term sick leave, in order to allow the civil servants concerned to benefit from the full salary corresponding to their regulatory grade for the entire duration of their sick leave.
The Minister Delegate for Digital Transition and Administrative Reform, Ghita Mezzour, indicated, during the discussion of the bill in the Chamber of Advisors, that preserving the entire balance corresponding to the regulatory grade for the entire duration of sick leave will guarantee the civil servants concerned a fixed income that will allow them to benefit from the necessary health care throughout the duration of the treatment.
These proposals aim, according to Ms Mezzour, to strengthen the health security of civil servants by including illnesses related to “neurocognitive disorders” in the list of illnesses giving the right to long-term sick leave.
She stressed that this legislation also aims to remove the sanction of dismissal with suspension of the right to retirement, taking into account the negative consequences of the deprivation of the right to retirement on the civil servant and his beneficiaries, which is contrary to the right to social protection stipulated in Article 31 of the Constitution, knowing that a civil servant cannot be sanctioned twice for the same reason.
The minister also reiterated the government’s willingness to interact positively with legislative proposals that can develop its relationship with parliament and contribute to strengthening the legal arsenal.
