The informational publication “In case of crisis or war: how to act?” will soon reach Lithuanian residents.

“Despite the fact that there is currently no real threat of military intervention, Lithuanian society, being a member of the strongest security alliance, NATO, also has the responsibility to be able to take care of its own safety and that of its loved ones in the event of a crisis. I am happy about the team work of the national defense system and other institutions, the non-governmental organization “Blue / Yellow”, which resulted in a practical, informative publication for the public. Our goal is to increase public awareness so that when the day dawns, the citizens of “X” will not only be able to take care of their environment, but also become a real defensive power”, said Minister of National Defense Laurynas Kasčiūnas.

in 2024 In June, a survey conducted by the company “Spinter tyrimi” on behalf of the Ministry of National Defense reveals that less than half of the public feels informed about their opportunities to contribute to civil resistance. More than half, 57 percent, would be inclined to contribute to civil resistance in any way known to them. However, in 2023 according to the data of the survey conducted in December, one of the main reasons why citizens would stay away is a lack of knowledge and skills (45%). Therefore, the publication “In case of crisis or war: how to act?” is a step towards a more informed society.

This publication will provide practical advice on how to prepare for crisis situations, acquire knowledge and skills and how to behave in the event of one, how to survive until the state institutions restore essential services or provide the necessary assistance. That is why it is very important that every resident of Lithuania familiarizes himself with the contents of this publication.

“The stronger and better prepared we are, the more deterrent we will be to a potential enemy.” We understand that Vilnius is target no. 1, so it is important that Vilnius residents familiarize themselves in advance with how to behave during a crisis situation. In the publication, we tried to present the information in a concise, clear and simple way, so that it would be convenient for everyone to use it,” said Vilnius City Mayor Valdas Benkunskas.

The content of the publication covers a variety of topics that are useful even in everyday life, from building resilience and civic will to tips on how to prepare your supplies at home, what should make up the first aid kit, the leaving bag or, finally, what you should discuss with loved ones. Valuable lessons identified and learned from the Ukrainians are shared by the Blue / Yellow organization.

“The people of Lithuania have been supporting Ukraine in the fight for its freedom for ten years, so our contribution to the content of this publication is a kind of “Blue/Yellow” and a thank you from Ukrainians to Lithuanians. We collected information from all available channels – both the experience of Ukrainian soldiers and Jon Ohman, and the experiences and lessons of the medics participating in our missions, communicating with the local population and knowing their greatest fears. The people of Ukraine understand how important civil defense is and the preparedness of all of us, so they were happy to share the valuable lessons learned,” said Laura Paukštė, director of Blue/Yellow.

“In case of crisis or war: how to act?” will be gradually distributed in the near future, primarily to the big cities and ring municipalities of Lithuania, next year the publication will also reach the rest of the population. Its electronic version will be permanently available on the website of the Ministry of National Defense, on the “Publications” page (kam.lt/leidiniai/).
