“Forcible Russification in the temporarily occupied territories is gaining critical momentum. By the end of 2024, the Kremlin plans to temporarily “passportize” all local residents aged 14 and over in the occupied territories of Ukraine. A severe information campaign has been launched among the employees of companies, institutions and organizations under occupation,” it is said in a statement from the center.

According to the center, people are intimidated by almost any deprivation of rights. From the beginning of 2025, persons who have not received a Russian document will be included in a special register and they will be deprived of their “foreign citizen” rights.

This forced passporting is part of a broader Russian strategy to change the demographic composition of the occupied territories and try to legitimize its control over Ukrainian lands.

The inhabitants of the temporarily occupied territories are faced with a difficult choice: either submit and lose their identity, or renounce and be isolated from society in their native land, the center said in a statement.

“This Kremlin policy is another step towards the forced Russification and assimilation of Ukrainians,” the center said.
