In interventions during the first panel held as part of this Forum on the theme: “Decent work and sustainable development: complementarities and interdependencies from the point of view of international standards”, the participants indicated that the labor market has recently experienced major transformations that require radical reforms in the social and legislative fields in order to promote the conditions for decent work, calling for an increase in income-generating employment opportunities that offer workers stability, security and equal opportunities.
On this occasion, the Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Skouri, affirmed in a speech read on his behalf by the Secretary General of the Ministry Ms. Wafaa Asri, that to raise the challenge of development it is imperative to enshrine decent work in its various manifestations and objectives within public policies and the legal framework, while working towards its harmonization with international standards in this area, in accordance with the objectives of sustainable development that Morocco is committed to achieving.
Decent work lies at the intersection of the four strategic objectives of the International Labor Organization (ILO), namely the promotion of fundamental principles and rights at work, the creation of opportunities for men and women to obtain decent jobs and wages, the expansion of social protection and strengthening its effectiveness as well as the consolidation of social dialogue, he said.
The minister also noted that a series of measures have been taken with the objective of enshrining the notion of decent work, whether at the legislative level or the promotion of a culture of social dialogue, the universalization of protection social, the fight against the phenomenon of child labor, the promotion of equality at work, noting in this sense that the reform of pension systems, the law on strikes and labor law remain structural challenges pending requiring consensus between the government, social actors and businesses.
For his part, the Secretary General of the High Commission for Planning, Ayach Khalaf, stressed the need to accelerate the implementation of the orientations and recommendations of the new development model and the ongoing structural reforms in order to achieve economic growth. sustained, sustainable and integrated which promotes the creation of decent employment opportunities.
In this sense, he called for greater involvement of all stakeholders, including the private sector and civil society, in the implementation of sustainable development goals at national and territorial levels, and their integration into various planning and budgeting mechanisms, as well as the evaluation of public policies at all territorial levels.
For her part, the representative of the ILO, Orélia Sékati, who recalled that decent work is one of the objectives of the organization, emphasized the need to adopt collective action to guarantee working conditions. decent work capable of leading to the achievement of integrated development.
She also reviewed the various obstacles which hinder the achievement of these objectives, notably the level of qualification of young people, the informal sector and the precariousness of jobs.
The Head of the Council of Europe Office in Morocco, Ms. Carmen Morte-Gomez, for her part, underlined the need for States to support social protection and the improvement of working conditions capable of guaranteeing a level decent life for all citizens, in a global context marked by the succession of crises like the health and energy crises, recalling in this sense the 2014 report of the Parliamentary Assembly of the Council of Europe which highlights the importance of greater solidarity between rich and poor States, particularly for the promotion of decent work.
She indicated that the Parliamentary Assembly recommends that member states ensure that binding social and environmental clauses accompanied by control mechanisms are systematically included in bilateral and multilateral free trade and investment agreements.
Placed under the High Patronage of His Majesty King Mohammed VI, the 8th edition of the International Parliamentary Forum on Social Justice, this Forum is an opportunity to highlight the development initiatives undertaken by the Kingdom in the areas of renewable energies, the green economy and the circular economy, the fight against waste and overexploitation of natural resources, particularly water resources.
Organized by the Chamber of Advisors in partnership with the Economic, Social and Environmental Council, this conclave is marked by the participation of members of the government and parliament, officials of several authorities, constitutional institutions and national agencies concerned, representatives of the International Labor Organization, the Council of Europe office in Morocco, the Organization for Economic Cooperation and Development and the United Nations Development Program in Morocco, as well as representatives of regional councils, experts and academics .
The work of this edition focuses on two main themes, namely “decent work and sustainable development” and “decent work and the challenges of economic upgrading and integration”.
