In his statement, President Yoon listed specific dates such as February 9, March 16 and 30, April 20, May 4, June 8, August 16, and November 15, 2023, and announced that the medical school He explained what discussions were held regarding the increase in troops. Also, early this year, “We sent an official letter to six organizations asking them to submit their opinions on the size of the increase in medical schools, and on January 17, we made an official request to the Korean Medical Association (KMA) for an increase in the number of students, but the Korean Medical Association only repeated the claim that there is no shortage of doctors.” He said.
President Yoon continued by criticizing, “The medical community, which had consistently remained silent in response to requests to provide specific numbers for the scale of the increase, is now throwing out various numbers, such as 350, 500, and 1,000, without any basis.”
The Korean Medical Association also acknowledges that dialogue with the government took place at the Medical Issues Consultative Group launched in January of last year, and that discussions on increasing the number of doctors came up from the beginning of the meeting. However, instead of a detailed discussion on the scale of the increase and distribution method, it is said that only a general conflict of opinion between ‘the number of troops should be increased’ and ‘it is not necessary’ continued for a year.
The government and the Korean Medical Association agreed to hold an expert forum to estimate the supply and demand of doctors at the 10th meeting on June 8 last year, and an event was actually held on the 27th of the same month, but even at this meeting, differences of opinion could not be narrowed.
There were times when an atmosphere of consultation between the government and the medical association was created. At the 17th meeting held on November 15 last year, the Korean Medical Association stated, “Discussions on medical school quota can be held if discussions are based on scientific and objective data and a plan to introduce practical essential and local medical services is preceded.” However, six days after the meeting, the government announced a demand survey of 40 universities nationwide and said, “It was found that the number of students can be increased up to 2,847 in the 2025 school year,” and the relationship between the government and the medical association cooled rapidly. The 18th meeting held the day after this announcement was canceled in 10 minutes, and Lee Pil-soo, then president of the Korean Medical Association, even shaved his head.
Yang Dong-ho, chairman of the Gwangju City Medical Association Representative Committee, who represented the medical association in the medical issues consultative body, said, “The government has never specifically mentioned the scale of the increase. “I first heard of the number 2,000 when the minister announced it (on February 6),” he said, refutating President Yoon’s statement that several discussions and consultations took place.
