Wednesday, October 25, 2023 – the Minister of Labor and Civil Service was today the guest of the Hadafo media group (Espace Tv-Espace radio).
The biometric census of civil service agents and the recruitment competition for new civil servants were on the agenda of the debates.
From the outset, Minister Julien Yombouno explained the reasons which pushed the current authorities through his department to initiate the vast operation of cleaning up the Civil Service file with biometricization as a key. “It was after a very bitter observation that the President instructed my team to clean up the file. We noted several anomalies, namely:
The saturation of the file, the fictitious ones, the duplicates, the fiddling with the file… Because of all these imperfections, we decided to proceed with cleaning up the file in order to know the real and reliable number of agents in the function public. We noted that from 1994 to 2014, there was an unjustified increase of 60 thousand civil service agents without taking into account the required criteria. It was fraudulent recruitment, duplication… It is therefore because of all these imperfections that we deemed it necessary to clean up the file.”
The objective of this cleaning is to have a reliable, real, secure and sanitized file which contains fewer anomalies. All this did not happen without difficulties: “we encountered certain difficulties: death threats, material and budgetary problems, insults. Despite all these constraints, we were able to obtain convincing and satisfactory results,” reveals Julien Yombouno.
Addressing the second point of his communication relating to the recruitment of agents to the Civil Service, the Minister of Labor and the Civil Service does not procrastinate: “The only appropriate path to enter the Civil Service is the competitive examination.”
For this, the overall needs in terms of figures are 67,935 civil servants.
Responding to questions from those who complain about the difficulties associated with obtaining the requested files, the head of the Labor Department responds: “The requested files are easy to obtain. Just go to the indicated places. I work in synergy with my colleagues from the other departments concerned to facilitate obtaining these documents.”
Except that, notes Minister Yombouno: “I note with regret that there are people who are starting to sabotage this operation as was the case with the operation of cleaning up the file. But, I remain imperturbable.”
