The Russian Ministry of Digital Development has developed rules for using a “digital passport” created to simplify the use of identity documents. The draft government resolution has been published on the portal of draft legal acts.

According to the document, Russians will be able to show a QR code in the Gosuslugi mobile application instead of a passport or other document in some situations. For example, when boarding a train, when buying alcohol and attending events, when checking into a hotel, when contacting a medical organization or post office. It is clarified that QR codes and the application will not replace a passport and other documents – only the ability to show a QR code instead of them will be added.

Those who have placed their biometric personal data in the unified biometric system (UBS), as well as those who have uploaded a photo of an international passport, driver’s license or fan card to the government services application, or have submitted biometric data to the MFC, will be able to use the “digital passport”.

Agreement The provision of a photo through the application is signed with a simple electronic signature.

On September 18, Russian President Vladimir Putin signed a decree equating the presentation of information from identification documents through the Gosuslugi mobile application to the presentation of the documents themselves. It was emphasized that the use of the ID application is introduced only on a voluntary basis.
