The Russian application store RuStore will be required to pre-install on “technically complex devices”, the corresponding bill was submitted to the government on May 13, Maksut Shadayev, head of the Ministry of Digital Development, said at the Russian Internet Forum (RIF). Kommersant reported with reference to the document that the Ministry of Digital Transformation proposed introducing the concept of a “single application store” into the law and obliging developers of applications from the government list to place them in RuStore. If passed, the bill will enter into force from the date of signing.
The explanatory note states that the bill is aimed at “countering sanctions from foreign states.” Now the work of Google Play and the App Store is seriously limited, there is a risk that they will completely leave Russia. The bill will have to help provide Russians with the usual services and channels of interaction in the face of sanctions.
Shadayev previously said that when RuStore reaches a certain level of development, it will include applications from the registry of domestic software without fail. According to the minister, this requirement has not yet been included in the bill.
According to the interlocutor of the publication, familiar with the details of the project, first of all, applications of companies that are included in the expert council of the site will be downloaded to RuStore: Yandex, Sberbank, Avito, VK, Rostelecom, Tinkoff, HH, Ozon, Wildberries and Gazprom-media. The beta version of the app store will launch on May 25th.
VK CEO (RuStore developer) Vladimir Kiriyenko said that application developers will be able to use any payment systems. Kiriyenko explained to the publication that the size of the commission will be announced later, but it will definitely be less than 15% (the commission in the App Store and Google Play is 15-30%).
From April 1, 2021, Russia has a law on the pre-installation of domestic software on electronic devices sold in the country, including smartphones, tablets, PCs, laptops and TVs with Smart TV function. The list of applications required for installation includes the services of Mail.ru Group, Yandex, Kaspersky Lab, MyOffice, Gosuslug, and the Mir payment system. The law does not provide for the installation of domestic operating systems.
