In 2023, the Ministry of Economic Development plans to launch the state information system (GIS) “Rules-setting”, follows from the information published on the public procurement portal. It will be designed for creating, editing and storing legal acts (NLA) and, in essence, will become a modified version of the existing regulatory.gov.ru NLA portal. The developer of the new GIS will be selected through an open competition by August 30, 2022. The initial price is 286.7 million rubles. According to the contract, which involves four stages, the GIS “Standard-making” must be created before September 30, 2023. The work will be financed from the federal budget, according to the procurement documentation.

The need to create a new system is explained by the fact that so far the main way of interaction between departments during conciliation procedures remains the exchange of paper documents, which “significantly lengthens the overall time for preparing draft legal acts.” The execution of documents on paper does not allow all participants in the rule-making process to work with their current versions and make adjustments, since the changes of one participant become available to another only when the developer of the NLA draft sends him a new version, follows from the terms of reference.
