The Ministry of Economy published a “White Paper” on the development of high technologies

The Ministry of Economy analyzed the development of high technologies in the Russian Federation and abroad in the published White Paper. In the study, experts noted a strong dependence on the import of components, the negative impact of sanctions and a lack of qualified personnel.

The White Paper (.pdf) states that the United States and China are “leading in most respects”. Russia, according to experts, is among the top ten countries in terms of advanced space systems, technologies for new materials and substances, as well as technologies for the transmission of electricity and distributed intelligent energy systems.

According to experts, Russia can be classified as a country “with a fairly high potential in the field of 5G.” At the same time, the report notes that in terms of the level of development of basic 5G technologies, the country lags behind the world leaders by three to five years. In Russia, in particular, there is no sufficient capacity for the production of the element base for telecommunications equipment. Also, “there has been a certain backlog” in the field of commercial implementation of digital platforms and services, in the deployment of 5G network infrastructure.

In addition, analysts believe that Russian space systems “do not fully meet the challenges of digital transformation of the economy.” “Foreign products and services in this area are increasingly surpassing domestic ones in terms of their consumer characteristics, and the introduction of launch vehicle reuse systems, standardization and organization of mass production of products allow foreign companies to significantly reduce costs, thereby exerting price pressure on Russian organizations,” the report says.

Speaking about the field of artificial intelligence, experts state that in Russia there is a backlog in the electronic component base. At the same time, in the field of recommendation systems and decision support systems, “Russian products maintain parity with global developments,” the publication notes.

Among the risks of the development of high-tech areas, analysts called “strong dependence” on the import of components and equipment that are needed for carrying out and development. The report also notes that the sanctions have a negative impact on the production and export of high-tech products. Another risk is the shortage of qualified specialists, “including those necessary to work with innovative solutions.”

In addition, experts note that there are “extremely few” startups in Russia and there are almost no “unicorns” (private high-tech companies whose market value exceeds $1 billion) are almost completely absent. “Under such conditions, many ideas and developments of Russian universities and research organizations, including those funded from the state budget, flow abroad and return to us in the form of products and services with a huge “margin,” explained Leonid Gokhberg, First Vice-Rector of the HSE.

Among the main tasks, the experts named:

  • development of an ecosystem covering leading technology companies, start-ups, universities, research institutes;
  • providing favorable conditions “for barrier-free development and accelerated implementation” of new technologies, as well as accelerating the testing and commercialization of high-tech solutions;
  • formation of an “effective system of personnel training”;
  • creation of a set of technological solutions for the implementation of “lighthouse projects” (“Unmanned logistics corridors”, “Autonomous navigation”, “Unmanned air cargo delivery”, “Personal medical assistants”, “Electric car and hydrogen car”) and other initiatives for the social and economic development of Russia calculated up to 2030.

In total, ten areas are considered in the publication: artificial intelligence, the Internet of things, fifth-generation mobile communication networks, quantum computing, quantum communications, distributed register technologies, electricity transmission technologies and distributed intelligent energy systems, technologies for creating electricity storage systems, including portable ones, technologies for new materials and substances, promising space systems. For each, development trends are presented, monitoring of publication and patent activity is given.

The study was prepared on behalf of First Deputy Prime Minister Andrey Belousov, together with the Higher School of Economics, national technology initiative centers, relevant departments and leading companies in these areas. It was carried out in accordance with the instructions of President Vladimir Putin, who in 2019 set the goal for the largest companies to become leaders in global technology markets. The Ministry of Economy plans to update the data provided in the report annually.
