The debt to the municipalities exceeds USD 520 million, according to the head of the AME said in January 2024.

He Ministry of Economy and Finance paid a total of USD 242 million to the Decentralized Autonomous Governments (GAD), during this month of February, for territorial equity model concepts, VAT refunds and heritage, traffic, risk and drainage competencies.

Within this category, there is a breakdown USD 34.3 million transferred to 42 municipalities and seven prefectures that face havoc due to heavy rains in the country.

In January of this year, the president of the Association of Ecuadorian Municipalities (AME), Patricio Maldonado Jimenezsaid before the Commission of Autonomous Governments, that the debt only to the municipalities exceeds the USD 520 millionsome non-payments since October.

In this sense, Finance added that it agreed with the municipalities of Santo Domingo, Durán, Chone, Cuenca and Guayaquilas well as with the prefectures of Azuay, Cotopaxi and Los Ríos the payment of USD 69.8 million with State bonds.

“The GADs in question can use these bonds to cover their debts with the Development Bank of Ecuador or with their suppliers,” it was added.

On the previous day, that is, Thursday, February 29, the National Assembly urged the President Daniel Noboa Azín that allocates resources to the decentralized autonomous governments (GAD) most affected by the El Niño phenomenon.
