The Ministry of Finance has proposed to provide benefits as part of a tax maneuver to accredited IT companies with a 70% share of income from IT activities and to lift restrictions on the number of employees, RBC reported, citing a copy of the draft amendments to the Tax Code developed by the Ministry of Finance. The authenticity of the document was confirmed by a federal official. The interlocutor of the publication said that the project was approved by the Ministry of Digital Development, and on May 23 it was approved by the Government Commission on Legislative Activity.

Now, in order to receive benefits, an IT company must receive at least 90% of its income from the development of software and databases, be accredited as an organization that carries out IT activities, and have seven or more employees on its staff.

The Ministry of Finance also proposed to include in the composition of income, which will be taken into account in 70%, the sale of copies of computer programs or databases, the transfer of exclusive rights to them, the provision of remote access to them via the Internet, services for the development and modification of programs or databases, etc. .

The document says that it was developed in accordance with the plan of priority actions for the development of the Russian economy in the face of sanctions. The expansion of benefits for IT companies will lead to a reduction in budget revenues by 20.3 billion rubles, of which 13 billion rubles. – lost income for profit, and 7.3 billion rubles. – insurance premiums.

A representative of the Ministry of Digital Development told the publication that the ministry, together with the Ministry of Finance, was developing amendments to the Tax Code. The Finance Ministry submitted the bill to the government in April. The publication sent inquiries to the Ministry of Finance and the government.
