The Ministry of Digital Development has eliminated all disagreements on the draft decree on digital passports, Maksut Shadayev, Minister of Digital Development, Communications and Mass Media, told RIA Novosti. According to him, the draft decree on digital passports is planned to be submitted for consideration this week.

In mid-October, Shadayev said that e-passports would appear in three constituent entities of Russia by the end of 2022. Moscow, the Moscow region and Tatarstan would become the pilot regions. The electronic Russian passport will be presented in two forms – in the form of a smart card and an application with a QR code.

In March, the Ministry of Finance published a draft presidential decree on the electronic passport of a citizen of Russia. Such a passport will contain a chip with information about the citizen, including a photo and fingerprints. The function of a passport will be performed by a mobile application that can be used in the MFC, stores and when concluding contracts, Interfax wrote.

For the first time, the then Deputy Prime Minister Maxim Akimov announced his intention to replace paper passports of Russians with electronic ones in 2019. He called the transition date 2022.Since then, various dates have been named for the start of the issuance of documents of this type. Later, the Ministry of Digital Science proposed to issue electronic passports to residents of Moscow already from December 2021, while the Ministry of Internal Affairs announced the start of the procedure in July 2022, and the department proposed to extend the right to receive an electronic identity card from that date to all residents of Russia, and not just the capital. …
