Finally, a report issued by the Federal National Council revealed that the Council of Ministers assigned the Ministry of Health and Community Protection, in coordination with the concerned authorities in the country, to start implementing the recommendations of the Council regarding the subject of “the policy of the Ministry of Health and Community Protection regarding the promotion of mental health in the country.”

In a report issued by the Council, of which Al-Bayan obtained a copy, the Council stated that the Council of the Ministry issued its decision No. (25/11f), instructing the concerned authorities to implement the recommendations of the Council in this regard “each according to its competence” and in accordance with the approved plans, and that their implementation does not result in any Additional financial costs for the federal government.

According to the Council of Ministers’ decision, which was published by the Federal National Council in its report, the Ministry of Health and Community Protection and the concerned authorities were tasked with including the basic medicines needed for psychological treatment in the health insurance system, and preparing policies and strategies concerned with promoting mental health in coordination with the concerned authorities, by developing awareness programs about The dangers of drug use and its negative effects on society.

Adjusting salaries and job privileges and imposing career progression for professionals and workers in the field of mental health to attract and motivate specialized manpower, as well as developing training and qualification programs for cadres specialized in the field of psychiatry, with a focus on competencies specialized in the field of psychiatry for children, addicts and people of determination.

And the establishment of a unified central database at the state level that shows the prevalence rates of mental disorders and their classification, and the activation of the role of the National Institute for Health Specialties, which was established by Cabinet Resolution No. 28 of 2014, to exercise its competences to raise the scientific and moral level of doctors and health professions cadres.

The decision called for the need to coordinate with higher education institutions to expand the offering of specialized academic programs related to mental health, in addition to including the psychiatry specialty in the curricula of medical colleges to qualify students to learn the basics of mental illness.

The report stressed the importance of partnership with leading international educational institutions and hospitals to develop the skills of workers in the field of psychological services, and to create and develop mental health centers and departments and distribute them in a balanced manner in all regions of the country.

In addition to allocating a budget for research in the field of mental health, especially research related directly to the development and implementation of mental health services, developing effective awareness, training and rehabilitation plans and programs to reduce the impact of social stigma, developing life skills, combating bullying and violence, and early intervention for children who display psychological or behavioral disorders.

And coordination and follow-up with the concerned authorities to develop psychological and social rehabilitation programs through the establishment of day care centers to provide psychological, social and professional rehabilitation programs for psychological conditions, as well as providing temporary care homes for patients with chronic psychological conditions in order to relieve patients’ families who suffer from nervous tension and stress from patient care for long periods.
