The ministry prepared new rules in 2019, but after much criticism, including from Russian President Vladimir Putin, it postponed the adoption of the document and changed it. The press service of the Ministry of Health told the publication that the new version of the rules clarified the procedures for “laboratory tests that are proposed to be carried out in relation to risk groups, which include drivers or candidate drivers with clinical signs of drug addiction, as well as drivers in case of returning them certificates after the expiration of the period of deprivation of rights “.

Expensive CDT tests for chronic alcoholism were previously excluded from the document. The new version of the document changed the procedure for examining urine for drug content. Now the biomaterial of drivers is first examined using express tests, and if they are positive, they are sent for laboratory research. Now the Ministry of Health offers to send tests to the laboratory regardless of the result of the express test. Such a decision will be made by a narcologist if he sees three signs of drug use in a person at the same time.

The experts said that on the basis of the list of signs of drug addiction, which is given in the document, it will be possible to send virtually any person for analysis. It is also unclear what the doctor will need to write in the direction of tests if a person has a clinical picture: the laboratory will have to examine the biomaterial for all drugs.
