“From the point of view of next year, we will look at how the situation on the market will develop. Next year, we have a total of about 10 billion rubles to support demand in the auto industry, including leasing. We will make a decision on the launch at the end of this year, ”Manturov said, adding that these funds will be divided approximately equally between concessional car loans and concessional leasing.

In total, 8.9 billion and 3.8 billion rubles were allocated for preferential car loans and preferential car leasing in 2021. respectively. At the same time, the funds for car loans were exhausted at the beginning of spring. The program has been suspended. The Ministry of Industry and Trade wanted to resume it in the summer, and the government even approved the allocation of an additional 5 billion rubles. for these purposes. In an interview with Vedomosti in May, Manturov said that this would allow selling an additional 50,000 cars.

However, in June at the SPIEF, the minister said that preferential car loans could be resumed not earlier than August, since the market is “overheated”.

The lack of microchips in the automotive industry affected the July sales of new passenger cars and light commercial vehicles in Russia. According to the Association of European Businesses, they decreased by 6.5% in annual terms – to 132 640 units. According to the results of the first seven months of 2021, the market remains in a significant plus compared to last year (+ 28%, 953,760 units).
