What is recycling fee
Waste collection in Russia has existed since 2012. During this time, it has been increased three times. Formally, this is an environmental fee, in fact, it is a protective measure for domestic producers. Initially, only importers paid it. Since 2014, after their complaints to the WTO, the waste collection was also extended to manufacturers in the Russian Federation, but at the same time industrial subsidies were introduced for domestic plants, actually compensating for the collection, although formally not related to it. In December 2020, industrial subsidies were differentiated depending on the target level of localization: the higher the localization, the greater the amount of payments.
