The Ministry of Internal Affairs is working on the issue of changing the exam tickets for the theoretical exam for rights, TASS reports with reference to the press center of the department.
“At present, the Main Directorate for Road Traffic Safety (GUOBDD) of the Ministry of Internal Affairs of Russia is working on the issue of changing approaches to the formation of examination tickets when conducting a theoretical exam for the right to drive vehicles,” they said.
The department expects that the innovations will shift the emphasis from “memorizing” the specific requirements of traffic rules to a conscious understanding of safe actions when driving a car “taking into account the psychological aspects of the behavior of road users.” Changes in the theoretical part of the exam will reduce the number of accidents on the roads caused by drivers with less than two years of experience, as well as improve the system for allowing drivers to drive vehicles in general, the police concluded.
The new rules for examinations in the traffic police came into force on April 1. Instead of the stages “playground” and “city”, which were earlier, the authorities introduced a unified practical exam. Now the skills of future drivers are tested immediately in urban traffic conditions. At the same time, the route along which the candidate will be sent is unknown in advance, so it is impossible to prepare for it. This was the main problem for the test participants, the Ministry of Internal Affairs explained.
Only 13% of potential drivers in the period from April 1 to July 20 of this year passed the license exam the first time, Kommersant reported earlier, which is two times less than the average for 2020. practical examinations in traffic conditions. Thus, after the change in the testing rules, only 148,000 candidates passed it immediately.
