The Ministry of Justice can access information about the banking operations of NPOs

The Russian government has submitted a bill to the State Duma for consideration, according to which banks will have to provide information on transactions and accounts of non-profit organizations (NPOs) at the request of the Ministry of Justice, follows from a document posted in the electronic database of the lower house of parliament.

At the moment, the specified information is protected by the article on banking secrecy of the Law “On Banks and Banking Activities”, so that credit organizations may not disclose them.

Now the Ministry of Justice can check the activities of NGOs for compliance with their statutory goals, as well as how such organizations spend funds and use property. At the same time, such information is requested by the Ministry of Justice from the NGOs themselves, which may provide it in incomplete form or not at all, follows from the explanatory note to the bill.

“The amendments will allow the Ministry of Justice of Russia and its territorial bodies to carry out the functions of federal state supervision over the activities of non-profit organizations assigned to them by the legislation of the Russian Federation in full, along with other state bodies, organizations and officials,” the authors of the initiative explained.

At the same time, it is noted that the Ministry of Justice will not have the right to disclose the information received by it to third parties. It is understood that expanding the authority of the department will allow it to better control the activities of NGOs.
