The Ministry of Labor has developed a bill on the receipt of mother capital by single fathers in the event of the death of a foreign mother or her deprivation of parental rights. Previously, single fathers were given a measure of support only in the event of the death of a mother with Russian citizenship.
The agency still refuses to issue maternity capital to men if he is the only adoptive parent. “The right of a man to these measures is not derived from the right of a woman only when he is the only adoptive parent of the first, second child or subsequent children,” reads the explanatory note of the bill.
Matkapital has been issued in Russia since 2007 at the birth of the second child, and since 2020 – at the birth of the first. Now its size is 484 thousand rubles. for the first and 638 thousand for the second child. Since the launch of the program, more than 11 million families have received maternity capital in Russia, said Deputy Prime Minister Tatyana Golikova.
The Constitutional Court of Russia (CC) in May considered a complaint against the mother capital law from a father, who was not given a measure of support due to the fact that the children were born from a surrogate mother. The authorities insisted that matcapital takes into account the special role of women in society and is not the only measure to support families.
