Regions will be able to redistribute unused quotas for hiring foreign workers between employers, TASS reports with reference to the press service of the Ministry of Labor.

“The Labor Ministry proposes to empower the regions to redistribute unused quotas for hiring foreign workers between employers,” the ministry said.

It follows from the draft order that the subjects will be able to reduce the quota for those employers who have not applied for the registration of permits within six months, in favor of companies that feel the need for migrants, the press service added, noting that the interdepartmental commission will be able to reject proposals subjects in case of exhaustion of the reserve of quotas in the whole country.

It is possible to attract foreign workers who need a visa to stay in Russia according to quotas that are established annually, the ministry recalled, stressing that the decision to hire an employee under a quota is made only if there is no way to find a specialist inside the country …

The quota for attracting labor migrants for the next year has already been established – 85% of the pre-pandemic volume. The Ministry of Labor noted that the corresponding draft resolution has already passed the stage of public discussion and has been submitted to the government of the Russian Federation.

Earlier today, Moscow Mayor Sergei Sobyanin said that the number of workers from other countries at construction sites under the renovation program should decrease. He proposed attracting Russians from nearby regions, raising wages and creating more attractive working conditions.
