The Ministry of Transport has prepared methodological recommendations for the regions, according to which it is proposed to reduce the number of parking spaces on the road network and intra-quarter territories. The document was developed as part of the instructions of the President of the Russian Federation Vladimir Putin.

The recommendations were published by the department on November 22. Kommersant drew attention to the document. Thus, in order to meet the demand of the population, the Ministry of Transport recommended that the regional authorities develop long-term parking (more than a day). We are talking about off-street parking, car parks and garages.

At the same time, the department pointed out the need to reduce the number of places on the streets and intra-quarter territories. The Ministry of Transport proposed to consider parking along the streets as a “temporary measure”, which is possible in cases where the capacity of the highway allows it.

At the same time, it is recommended to introduce a parking fee only when cars occupy more than 85% of the available parking spaces. According to Kommersant, earlier the Moscow authorities have repeatedly referred to this figure, arguing for the introduction of another paid zone.

In addition, the Ministry of Transport recommended that the regional authorities develop measures that will motivate drivers to leave their cars in park-and-ride parking lots and switch to public transport. In particular, it is proposed to increase the speed of land transport and reduce the intervals so that it would be faster to get there than by car.

The Ministry of Transport near Moscow told Kommersant that they are already following federal recommendations. So, this year, the authorities allowed parking on the principle of “visitors during the day, residents at night”. In the Lipetsk region, they noted that they would follow the recommendations when introducing paid parking in order to “free up the roadway.” The Ministry of Transport of Crimea also announced its readiness to implement the proposals of the federal department.

One of the regional officials in a conversation with the publication called this document “a signal for the regions to tighten parking policies to curb the growth of motorization.” According to him, the new multi-storey car park has led to a significant increase in the car fleet. As a result, there is a paradox when traffic jams form on new multi-lane roads, he added. The interlocutor also noted that it will not be easy to convince drivers to switch to public transport.
