The delay is attributed to a financial agreement between the National Electricity Corporation (CNEL) and the Quevedo Drinking Water and Sewage Company (Epmapaq), as reported by the mayor.
This agreement involves an amount of one million 400 thousand dollars for electrical energy consumption.
“It has been impossible for us to make any payment to the company Ingenio, since we are automatically deducted around 300 thousand dollars per month of our state allocations, intended to settle outstanding loans with the Development Bank of Ecuador (BDE). The situation is even more serious now that we do not receive the allocationsand the debt accumulated by the Central Government amounts to nearly eight million dollars,” reported the highest authority.
It has been eleven months since Ingenio SA has not received money from the GAD, which represents a debt close to three million dollars.

Of the $200 thousand, $30 thousand are debited by CNEL to the Drinking Water Company month by month, as established in the contract inherited from the previous administration.

“They really should demand that they deliver the service efficiently. I have heard that the municipality owes them money, but they should also consider that this debt will be paid at any time and that they should do their part anyway to avoid problems.
