On COP29 announcement planned”National Electromobility Plan“, the implementation of which is envisaged in two main stages.
According to Day.Az, this is stated in the article of the Minister of Energy of Azerbaijan Parviza Shahbazovapublished in the newspaper “Azerbaijan”.
He noted that the first stage, covering 2024-2027, involves the development of the basic infrastructure of electric mobility in the country and the development of a regulatory framework to ensure its functioning.
“The second stage reflects the involvement of the private sector with government support in the development of the electric mobility market and charging infrastructure in the period after 2027. In accordance with the order of the head of state to encourage the use of vehicles with electric motors, at least 77 charging points are planned to be installed in Baku and its surroundings, on main highways – at least 70, in areas liberated from occupation – at least 20. In connection with the expanding use of electric mobility, amendments to the laws “On Energy” and “On the Use of Renewable Energy Sources in Electricity Production” are currently being agreed upon.
Among the work carried out by the Ministry of Energy and the Agency for Regulation of Energy Issues subordinate to the ministry as part of improving the legislative framework, as well as continuing reforms in the energy sector, one can note the bills “On regulation in the field of energy and utilities” and “On heat supply”, a significant number of regulations, “Action plan for the phased introduction of elements of the electricity market” and the creation of a Coordination Council in connection with its implementation.
Along with the “Market rules that correspond to the target model for creating a competitive environment between producers and electricity suppliers,” more than 10 rules have been developed, covering monitoring of electricity producers’ access to electrical networks, the use of electricity, installation of electrical installations, safety precautions during their operation, technical operation, connection to the network, electrical networks and other areas,” the minister’s article says.
