The National Security Committee headed by MK Zvika Fogel (Otzma Yehudit), has begun preparing the bill for the electronic handcuffing of violent men, for a second and third reading in the Knesset plenum.

The Minister of National Security, Itamar Ben Gvir, introduced a number of changes to the law under which handcuffing will only be possible in the case of two previous convictions. In addition, there will be a limit on the maximum number of handcuffed men to 200 at any given time, and the number of dangerous assessments that determine whether to handcuff the violent man or not will be limited to 300.

In order to implement the law, 24 standards were added for police officers and 8 standards for social workers in the Ministry of Welfare. In addition, it was proposed to establish the provisions of this law as a temporary provision for a period of three years only.

Despite all the planned additions, it became clear during the committee’s discussion that the minister’s demands are far from reality. In addition, there is a fear of a lack of structure in the operation of the project, both in the number of quotas required, and in the ability to assess the risks, and these two functions are far from responding to the estimates of the number of requests for future protection orders.

In addition to that, the minister demands that the prison service activate the project, but the service is not really enthusiastic about accepting the responsibility on the grounds that it is a civilian project. The chairman of the committee, MK Zvika Fogel (Otzma Yehudit) made it clear that the Shavas will have to respond to the minister’s demand, but also warned that he would not agree to be a partner in legislation that they do not intend to implement.

Vogel demanded that the representatives of the relevant ministries come up with solutions until the next hearing tomorrow, “I will point to whoever is guilty of not advancing the law so that it is clear why this law failed,” he said, “It is impossible to uphold the law with 200 handcuffs and 25 dangerous assessments a month.”

The law, which is supposed to monitor violent men with an electronic handcuff, was discussed in the Knesset already in 2017 and has been delayed ever since. The electronic handcuff is designed to monitor and supervise that the men comply with the removal order set by a court. While the law is not enforced, there are other solutions, such as removing the women from their homes to shelters. Solutions that cause them to interrupt their daily routine, to leave their homes and their jobs, sometimes with their small children, often in times of financial distress, all this while no sanctions are applied against the violent man.
