In October, Russian President Vladimir Putin proposed raising the threshold for the liquid part of the NWF, above which savings can already be spent on investments, from 7% to 10% of GDP. The need for a new threshold was explained by the Ministry of Finance by the fact that the energy transition of developed countries to a low-carbon economy carries risks of falling commodity prices by 2030.
