In his speech, Soto pointed out that he has “an arduous task ahead of him. In the last year, our country has gone through a political crisis and moments of social upheaval with threats to the institutional framework and the democratic political system. Democracy implies respect to minorities, but also demands respect for the rights of others and the preservation of peace and tranquility”.

According to media outlets such as El Foco, the new president of Congress has 55 open tax investigations, from “fraud and common misappropriation” to “documentary forgery, illicit enrichment, embezzlement and abuse of authority.” However, the most striking complaint is the one that follows the First Superior Criminal Prosecutor of Cusco for “participation in an armed group directed by a foreigner to act in national territory.”
