The presidential election of the young businessman Daniel Noboa sows hope for the improvement of the national future. The legislature, with its largest minority, is obliged to change the sole purpose of achieving impunity for the large group of former officials, who have outstanding accounts with the law, for patriotic behavior that adds to the imperative need to remove the country from the disastrous situation inherited.

We are overwhelmed by insecurity, organized crime, the immense power and bloody disputes of powerful international drug cartels, an economic tragedy, the existence of parallel health systems that waste resources and have shortages of supplies and medicines that They could be corrected with the application of the National Health System Law.

On September 25, 2002, Law 80 (ORGANIC LAW OF THE NATIONAL HEALTH SYSTEM) was published in the Official Registry 670. The regulations for this Law were issued by Executive Decree 3611, published in the Official Registry 9 of January 28, 2003 by the Government of President Gustavo Noboa Bejarano.

The first objective of this Law is: “Guarantee equitable and universal access to comprehensive health care services, through the operation of a network of decentralized and decentralized management services.”

Article 6 of the 2002 Law states “Care Model: The Comprehensive Health Plan will be developed based on a care model, with emphasis on primary care and health promotion, in continuous processes…”

Article 16: “The System Will Count:

1.-At the national level, with the National Health Council. CONASA.

2.-At the provincial level, with the Provincial Health Councils. CPS

3.-At the cantonal level with the Cantonal Health Councils. CCS

At the cantonal level, parish councils also intervene.

This Law served as the basis for subsequent modifications in the National Assembly, but it is the current one, since it is regulated by the executive.

In the years 2000 and 2001, this system was developing promisingly in several provinces, but all the momentum was stopped with the advent of the centralizing government that limited the functioning of CONASA and the provincial and cantonal councils, due to an absurd structure and regionalization and nothing functional, which we will refer to in a following article.

The new government, which presents itself as a hope for honest and patriotic work, will find in the legal structures, developed by a responsible and correct congress, the framework in which a true positive change for the health of Ecuadorians is based.
