On Tuesday, at coalition talks in Tallinn, representatives of the Reform Party, the Estonian Social Democratic Party and Eesti 200 discussed regional policy in Northeast and Southeast Estonia. The day before, a possible future minister from Eesti 200 and vice-chairman of this party, Kristina Kallas, visited Ida-Virumaa.
At a press conference in Narva-Jõesuu on Monday, March 13, Kristina Kallas spoke about the course of coalition negotiations and the place of Ida-Virumaa in these negotiations. According to Christina Kallas, the parties have drawn up a schedule of negotiations, and each day is dedicated to a specific topic. It was decided to discuss Ida-Virumaa on Tuesday, but since Kristina Kallas talked about it on Monday, much was still not clear.

The parties agreed to create a position of government representative in the Northeast, as well as to establish a fund for public investment in the region.
According to the politician, the results of the elections in Ida-Virumaa showed the participants in the coalition negotiations that the region needs to be seriously dealt with: “Maybe some people have the understanding that the tank has been removed, the law on the transition to the Estonian language has been adopted – that’s it, move on, the problems are solved. Now they understand that nothing has been decided.”
Ministerial portfolios
Although Cristina Kallas is called one of the possible ministers of the new government, she herself says that first you need to complete the negotiations and understand what the ministers will do, and only then divide the portfolios. In addition, the new government will be different from the current one.
“We, all three parties, have an agreement to create the post of Minister of Energy and Climate,” said Christina Kallas.
At the same time, there will be no separate ministry, the Minister of Energy and Climate will work either in the Ministry of Economy or in the Ministry of Finance.
The reformists also had the idea of a separate minister for Ida-Virumaa. But after talks on Tuesday, Eesti 200 chairman Lauri Hussar told ERR that the parties had agreed to create a government representative position in the Northeast, as well as a fund for public investment in the region.
A similar position existed in the early 90s, but with different powers. The current Minister of Culture, Social Democracy Piret Hartman also clarified on Facebook that the special representative will create this investment fund, and the money will come from environmental taxes levied on enterprises in the region. That is, we are talking about the emergence of a very influential official.
Money for cities and townships
Kristina Kallas reminded that Eesti 200 has an action plan for Ida-Virumaa and it is important to ensure that the county is mentioned separately in the coalition agreement, otherwise it may not reach again.
She said her party wants to increase the percentage of environmental taxes that will remain in the region. The talks will also discuss financing of local governments in general, not only in Ida-Virumaa. One of the proposals is to deduct to cities and townships more taxes paid by their residents (including not 11, as it is now, but 13% of the collected VAT).
