“We have decided to devote the next stage of government action to the issue of employment and to make it a national priority which calls for concerted efforts and a complete will to accelerate the pace of investments creating employment opportunities. employment and develop the national employment strategy”, indicated Mr. Akhannouch in a speech read on his behalf by the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas.
This approach “will make it possible to offer employment opportunities to all Moroccans, in urban and rural areas, to integrate various programs for greater transversality and to increase the effectiveness of the interventions of all actors aiming to create decent work opportunities in our country,” he argued.
He assured, in this sense, that the government has successfully completed the founding stage of building and strengthening the bases of the social state and has successfully completed all the social projects undertaken during the first half of its mandate despite difficult circumstances.
Welcoming the regular holding of the international parliamentary forum on social justice, placed under the high patronage of HM King Mohammed VI, Mr. Akhannouch highlighted the real political will which drives the government in its quest to advance the issue of work decent and ensure that it becomes “an essential factor of economic and social cohesion which, from the start, has served as a fundamental basis of the political contract concluded with citizens under the current mandate of the government”.
The Head of Government recognized the repercussions that the preventive measures taken during the Covid-19 health crisis had on the labor market, noting that the response provided by the Executive was rapid, effective and provided a set of measures social and economic measures aimed at supporting families, businesses and workers affected by the crisis.
In this regard, Mr. Akhannouch underlined that the government has an “exceptional vision” expressed in a set of innovative strategies relating to the promotion of employment, in particular the “Awrach” program, which is primarily aimed at citizens. having difficulty integrating into the job market, as well as people who have lost their jobs due to the pandemic.
Significant results were recorded during the first and second editions of the program, of which more than 30% of the beneficiaries were women and about 60% from rural areas, he said, adding that the second edition of the program placed emphasis on targeting long-term needs and jobs.
The Forsa program embodies, in turn, “creative innovation and an ambitious government vision through which the State wants to overcome all the difficulties faced by young entrepreneurs with projects and entrepreneurial initiatives, while guaranteeing their access to sources financing and, thus, encourage entrepreneurial work and create employment opportunities, which are priorities of the government program”, said the Head of Government.
Government interventions aimed at boosting employment and offering decent work opportunities have taken into account all the guarantees capable of ensuring social protection for the benefit of workers and employees in order to enable them to join the National Fund. social security (CNSS) and the possibility of benefiting from family allowances and retirement, he noted.
It is a question of a human rights approach, for which the government has laid the foundations in numerous programs and interventions, particularly with regard to the benefits provided within the framework of the medical coverage scheme, “which we have been able to open, since December 2022 and in full respect of the established Royal agenda, to all Moroccans without exception, who can benefit from basic health services in accordance with the principles of equality, territorial justice and the right of equitable access to the national health system,” he said.
This process of reform of the social State as a whole was consolidated through the effective and direct launch of the direct social assistance program, “a royal engineering which will leave an indelible mark in the national history of the Kingdom”, said to assert the Head of Government.
And to add that in parallel with the strong presence of the social State and the establishment of solid foundations for its construction, the current governmental experience brings a global vision to the intrinsic relationship between investment and employment, which vision is based on the new investment charter, “which constituted a historic turning point in the process of implementing the general policy of the State in terms of investment”.
Mr. Akhannouch discussed the measures and procedures taken by the government to achieve the strategic objectives set within the framework of this project, in particular giving priority to investment projects generating employment opportunities, but also taking into account the principle of territorial equity in the distribution of investments and by encouraging promising investments for the national economy.
It also involves developing a roadmap aimed at improving the business climate for the period 2023-2026, and adopting a new generation of reforms aimed at stimulating investment and entrepreneurial initiative and making advance the Kingdom’s economic priorities.
Furthermore, Mr. Akhannouch indicated that the Executive will work to achieve optimal integration between the needs of businesses in terms of employment and the education and training system, by stimulating the choices expressed in the areas of education, training and scientific research in order to direct them towards the priorities of the national economy.
It is also a question of establishing bridges between the business world and education through professional and continuing training, with the aim of facilitating the integration of young people into the labor market and responding to the skills needs of businesses.
This approach aims to overcome the difficulties and constraints from which Moroccan universities suffer, and to provide students with new skills capable of allowing them to adapt to various social, economic and technological variables, as well as technical and behavioral skills. necessary to facilitate their access to the labor market and reduce the unemployment rate among young graduates.
In continuation of this distinguished path which guarantees decent work, continues Mr. Akhannouch, the government wants to reconsider a set of laws of a social nature, including the labor code and the law on strikes, “so as to establish stability and social peace within the company, while emphasizing the institutionalization of protection mechanisms for workers and employees to ensure a smooth transition to the structured economy and the organized labor market.
Organized in partnership with the Economic, Social and Environmental Council under the theme “decent work for sustainable development”, the 8th edition of the International Parliamentary Forum on Social Justice aims to propose parliamentary approaches capable of guaranteeing and strengthening, on the qualitative and quantitative levels, decent work which constitutes one of the foundations of the consolidation of social justice and the consecration of the pillars of the social State, in accordance with the High Royal Guidelines, which emphasize that the creation of opportunities productive employment that guarantees dignity is one of the noblest forms of social protection.
