The Global Forum on Transparency and Exchange of Information for Tax Purposes of the Organization for Economic Co-operation and Development (OECD) restore the access on NAA to the automatic international exchange of data with over 110 jurisdictions, including offshore ones. This happened after a series of very serious and thorough inspections and operational meetings from August 2019 to April 2023. In a report prepared after the last audit, the Global Forum inspectors praised the work of the revenue agency and noted its tremendous progress in increasing network and information security and improving processes.

168 jurisdictions are members of the Global Forum, including a number of offshore jurisdictions that exchange tax and financial information with each other. Bulgaria has been a member of the Global Forum since 2015 and can exchange information upon request with 147 jurisdictions, and along the line of automatic exchange and after its restoration, it can potentially receive information from over 110 jurisdictions, the NRA reminds. After the unauthorized access to data of the revenue agency, the incoming automatic exchange was stopped. In this way, the NRA only provided information to its international partners (EU and third countries), but received data only from EU countries, without third countries, and this includes offshore jurisdictions.

“For the relatively short period from 2019 to now, the National Revenue Agency has managed to build a completely new infrastructure, new architecture and design, set aside special areas for working with the information from the automatic exchange, in which only certain employees have access. Internal procedures and rules for network and information security in the revenue agency were updated, including a policy for action in the event of cyber security incidents. All employees underwent special training on the subject, and a new risk register was created for information security. The success of the NRA is due to a lot of hard work, teamwork, exceptional understanding of the importance of increasing information security, improving processes and continuous development and improvement of the systems and electronic services offered by the NRA. I thank all my colleagues for their dedication, speed, precise and well-done work,” said NRA Executive Director Rumen Spetsov.
