The number of unemployed jobseekers down 1.2% in the first quarter of 2023

Good news for the government. The labor market continues to hold up despite still high inflation and sluggish growth. In the first quarter, the number of job seekers without any activity (category A) fell again, by 1.2%, according to statistics released on Wednesday April 26 by Pôle emploi and the direction of the animation of the research, studies and statistics (Dares), which comes under the Ministry of Labour.

There are now 3.016 million people in this situation throughout the country (including overseas territories, excluding Mayotte), or 36,000 fewer in three months. If we only take into account the variations in mainland France, the number of job seekers in category A confirms its installation below the 3 million mark, at 2.8 million exactly. Welcome figures for Emmanuel Macron when a law must arrive by the summer to allow the government to achieve its objective of full employment by 2027, that is to say an unemployment rate around 5%, compared to 7.2% currently.

The changes are favorable for almost all age groups, in particular for those registered in category A of Pôle Emploi aged 50 or over: − 1.7% between the beginning of January and the end of March in the France, confirming the decline observed over the past year (−7.3%). A particularly notable decrease while the question of the employment of seniors is at the center of the debates on the recently enacted pension reform. The subject must be the subject of negotiation between the social partners by the end of the year.

The decline is also at work for 25-49 year olds, with −1.4% over three months. On the other hand, we observe a very slight increase (0.5%) in the number of job seekers under 25 years of age.

Transfer between categories

The downward phenomenon of the first quarter is however much less marked if we add job seekers in reduced activity (categories B and C). Because the number of people registered in metropolitan France in category B – those who have worked less than seventy-eight hours over a month – continues to grow slightly (+ 0.3% compared to the previous quarter; 6.2% over a year). As for those who worked more than seventy-eight hours (category C), they increased by 0.9%. A situation that is often explained by a transfer between categories. Job seekers previously registered in category A come out of it by finding work, but often for a fixed term, and therefore continue to point to Pôle emploi but in the other categories.

In total, the number of people registered with Pôle emploi and required to look for a job (categories A, B and C) throughout the territory, excluding Mayotte, amounts to 5.369 million people, down 0.4% from compared to the previous quarter, but by 3% over one year.
