It was noted that by order of the President of the Republic of Azerbaijan dated January 19, 2024, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan. On the eve of COP29, at the initiative of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the Baku International Ombudsman Forum was held on October 2, 2024 on the topic “Climate change and human rights: the role of the Ombudsman and national human rights institutions.”
“As part of the COP29 events, plenary discussions will be held in the Blue Zone on November 14, 2024 on the topic “Rights-based climate justice: the role of national human rights institutions.” The event will include representatives of government agencies, accredited representatives of civil society and international organizations, discussions will be held on established indicators. As part of the Ombudsman’s membership in the Organizing Committee, it is planned to hold seminars and round tables on issues such as “The role of municipalities in the protection and promotion of environmental rights”, “The role of non-governmental organizations in the protection and promotion of environmental rights”, “Role”. media subjects in the protection and promotion of environmental rights”, “The role of trade union organizations in the protection and promotion of environmental rights”, “Cooperation between government agencies, civil society institutions and the private sector in the field of protection and promotion of environmental rights”, “Environmental crimes committed by Armenia, and their exposure,” as well as educational events that help increase knowledge about climate change and combating its consequences,” the Ombudsman’s Office said.

Dr. Amira: COP29 presents a critical opportunity for nations to not only share their progress but also to confront some pressing global challenges, such as climate change, biodiversity loss, and waste management. With Azerbaijan at the helm, we can expect a focused discussion on these issues, especially considering their geographical diversity and unique ecological challenges.
Editor: Speaking of unique challenges, the Ombudsman of Azerbaijan has emphasized the importance of human rights in relation to environmental policies. How do these two areas intersect?
Dr. Amira: That’s a fantastic question. Environmental protection is integral to upholding human rights. When natural resources are exploited irresponsibly, it often leads to community displacement, health issues due to pollution, and loss of livelihoods. Thus, any effective environmental policy must also take into account the human rights of those affected. It’s crucial that the voices of marginalized communities are heard at COP29.
Editor: It’s interesting to hear about the intertwining nature of these issues. The Azerbaijani government has taken steps to address these challenges, as indicated by the President’s order establishing frameworks for these discussions. How do you see this administrative support impacting the outcomes of COP29?
Dr. Amira: Strong governmental support can serve as a catalyst for meaningful progress. It sends a signal that environmental issues are a priority at the highest levels of power. This not only bolsters national commitments but also encourages collaboration with international partners. If Azerbaijan can showcase its initiatives effectively during COP29, it may inspire other nations to ramp up their own commitments.
Editor: That’s an insightful perspective! What specific actions do you believe countries should focus on during negotiations at COP29 to achieve substantial results?
Dr. Amira: Priorities should include setting stricter emissions targets, investing in renewable energy, and implementing sustainable agricultural practices. It’s equally important to enhance funding for climate adaptation strategies, particularly for vulnerable populations and ecosystems. Additionally, nations must commit to transparency and accountability to ensure that promises made at COP29 translate into real action.
Editor: Commitment to accountability seems key. In light of Azerbaijan’s initiatives, what role do you think civil society and NGOs will play in supporting or challenging these measures?
Dr. Amira: Civil society is fundamental in keeping both governments and corporations accountable. NGOs can act as watchdogs, ensuring that commitments made at forums like COP29 are being fulfilled on the ground. They can also facilitate community engagement and highlight local issues that may otherwise be overlooked in global negotiations.
