VVD has established that the companies running the base at Valņu Street 4N have exceeded the maximum permissible amount of diesel fuel storage and are carrying out activities that do not correspond to the permits issued to them. Therefore, until August 20, the operation of the oil base was suspended.
These companies are SIA “Mix Oil” and SIA “RMNS”, which have been dealing with the mixing of dangerous substances – diesel fuel with rapeseed methyl ester or base oil for half a year.
The allowed turnover of diesel fuel of both companies is 17,898.291 tons, therefore “Mix Oil” and “RMNS” already significantly exceeded the current allowed turnover of 5,000 tons per year.
As the VVD representative explains, upon receiving residents’ complaints about the non-compliance with environmental protection requirements at the oil base, the service conducted an inspection at the facility. During that time, it was found that both companies, which have been registered by VVD as polluting activities of category C, exceeded the permissible amount of fuel to be stored, as well as carried out activities with it that do not correspond to this category.
According to the information available to VVD, the turnover of “Mix Oil” company’s diesel fuel in the oil base is 5461.53 tons per half year. In addition, it was found that the company stores approximately 49 tons of unpackaged organic substances/mixtures in the oil base at the same time – this is approximately ten times more than allowed. In addition, it carries out mixing of chemicals classified as a higher or category B polluting activity.
On the other hand, the diesel fuel turnover of the company “RMNS” in the oil base is 12,436,761 tons per half year. Also, the company simultaneously stores approximately 348 tons of unpackaged organic substances/mixtures in the oil base, which is approximately 70 times more than allowed. Also, chemical substances were mixed in the oil base, which does not correspond to the existing permitted polluting activity.
Taking into account the above, operations with chemical substances/mixtures, including dangerous substances, were carried out at the oil base without the necessary category B polluting activity permit, thus the operation of the oil base can be stopped.
At the same time, the State Fire and Rescue Service provided information that a civil protection plan was not developed for the facility, which would assess the possibility of accidents and provide measures for their prevention. Thus, the operation of the company creates high risks of an accident and, in the event of an accident, damage to the environment, human life, health and property, emphasizes the VVD representative.
If the company does not voluntarily stop the operation of the oil base, VVD, as an executive authority, can start enforcing this decision by force. Money may be chosen as a means of enforcement. The amount of forced money is from 100 to 10,000 euros.
According to “Firmas.lv” information, the turnover of “Mix Oil” last year was 2.61 million euros, the profit – 35,189 euros. The company was founded in 2014, its share capital is ten euros. The company is owned in equal parts by Diana Zila and Annia Skuchenkova.
On the other hand, turnover of “RMNS” last year was 197,114 euros, profit – 180,358 euros. The company was founded in 2020, its share capital is 2800 euros. The company belongs to the German company “RMNS”.
