jpnn.comJAKARTA – Member of the 2024 Hajj Inquiry Committee, Wisnu Wijaya, said that the authority to determine the additional Hajj quota is not absolutely in the hands of the Minister of Religion (Menag).

Because, said the PKS Faction legislator, there is Article 62 Paragraph 2 of Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah as amended by Law Number 11 of 2023 concerning the Stipulation of Government Regulation in Lieu of Law Number 2 of 2022 concerning Job Creation.

According to Wisnu, the regulation contains the composition of special hajj, namely eight percent of the total national quota.

“This means that Article 62 Paragraph (2) functions to lock or set the maximum threshold for filling the special Hajj quota,” said Wisnu Wijaya in his press statement, Saturday (27/7).

Wisnu referred to the regulation, dismissing the notion that the additional quota was the absolute authority of the Minister of Religion by using Article 9 of Law Number 8 of 2019 concerning Hajj and Umrah.

“So, it should not be interpreted based only on article nine, because it has the potential to give rise to an interpretation as if the Minister of Religion has absolute authority to regulate additional hajj quotas as he wishes,” he explained.

The member of Commission VIII of the DPR reminded that the replacement of the additional Hajj quota would change the national composition of the number of pilgrims for the fifth pillar of Islam.

He then said that the difference resulted in changes in the budget posture issued for organizing the Hajj and the funds were managed by BPKH.
