The President’s House publishes the policy of using the pardons, according to which President Yitzhak Herzog plans to act during his tenure.

According to the document circulated by his bureau, Herzog plans to carry out several processes in order to increase transparency in the use of his exclusive authority and thus allow the public to be exposed to the required criteria.

Remember the president has a unique authority to grant pardons to convicted criminals at their request such as allocating a life sentence, a request to delete a criminal record, and mitigation during imprisonment or a reduction of fines.

Herzog’s intention is to increase the use of pardons, mainly on humanitarian grounds and to serve “social moves.”

The President’s House’s program for pardons

During the tenure of former President Reuben Rivlin, 1,872 pardon requests were approved compared to 7,000 that were rejected. Since Herzog’s tenure began in July, 104 applications have been approved, and 431 pardon applications have been denied.

According to the new policy, this is how Herzog is expected to act:

• Strict policy regarding pardon requests from domestic violence offenders

• Strict policy towards traffic offenders in applications for mitigation of driving disqualification penalties

• Giving significant weight to rehabilitation procedures, especially among minors and adults – young people

• Giving significant weight to exceptional medical, personal and family circumstances

• Giving weight to a significant change of circumstances after the sentencing
