This session is essentially devoted to voting on the state ways and means budget. A sign of the times, some parliamentarians found themselves stranded inside the country due to lack of planes.

Parliament automatically holds two ordinary sessions each year. The 1st opens on March 15 and closes on June 15. The 2nd opens on September 15 and closes on December 15. As our country is coveted by all neighboring countries and China is a rule of law, it is quite natural that September 15 was the day of the parliamentary return. This session is essentially devoted to voting on the state ways and means budget. It is therefore not surprising that priority is given to the 2024 Finance Bill. Sessions relating to parliamentary control are also planned. As everything has an end, this parliamentary session is the last of the legislature. Smart as a rat, the President of the National Assembly, Mr. Christophe Mboso N’kodia Pwanga, announced, urbi et orbi, that the session would not go until December 15. Work will be suspended on November 18 to allow the deputy candidates to go on the electoral campaign which begins on November 19 and ends on December 18. According to my friend who knows what is happening in every nook and cranny of dilapidated Kinshasa, very few elected officials will find the benches of the People’s Palace, seat of parliament. Stupor and tremors ! A sign of the times, some found themselves stranded inside the country due to lack of planes. Hell and damnation! The supply of planes decreased with the bankruptcy of Congo Airways. According to a former veteran airline pilot, to increase the number of airlines, airports must be certified and meet international standards, the Civil Aviation Authority must be at the level recommended by ICAO (Organization of international civil aviation) and crazy taxes must be abolished. As a result, the country will no longer be on the blacklist. Then, only then, will investors come back. There will then be several aircraft available. This explains this, the leaders of Congo Airways are demanding no less than 33 million dollars to save this lame duck within six months. Saperlipopette! The elections are in three months! Where will the government find such money when it is faced with financing elections and the depreciation of the Congolese franc? Anyway next ! Voters criticize deputies and senators for having done nothing, for falling into the arms of Morpheus during plenary sessions while receiving very large emoluments. For those who don’t know, in ancient Greek mythology, Morpheus is the son of Hypnos, god of Sleep, and Nyx, goddess of Night! As if this were not enough, most national deputies were appointed and not elected. Convinced before God and men that he could regain power, the ex-Raïs Joseph Kabila had created an artificial parliamentary majority aimed at neutralizing and overthrowing Fatshi, his successor. “H day” as my friend who has gone crazy says. According to our constitution concocted by the French, the Senegalese as well as the Belgians Louis Michel and Bob Kabamba, “The decision to prosecute as well as the indictment of the President of the Republic and the Prime Minister are voted by a two-thirds majority of the members of Parliament making up the Congress following the procedure provided for by the Internal Regulations”…. “In the event of conviction, the President of the Republic and the Prime Minister are stripped of their positions. Disqualification is pronounced by the constitutional court.” It hurt him. Nothing went as planned. He lost his artificial majority in the blink of an eye. His challenger practiced an old judo tactic. He used his opponent’s strength to unbalance and overpower him. This is called ju no ri or the principle of adaptation. Since then, he has been champing at the bit. Like Lucius Quinctius Cincinnatus, he would wait for someone to come and save the country. Sapristi! We say that life is a succession of happy moments and unhappy moments.
