If there is no agreement, the CEC will appoint them

Pre-election opposition is already fierce, even though the day of the parliamentary vote on October 27 is almost two months away.

In many places in the country today, the parties and coalitions did not reach an agreement on the composition of the regional election commissions (RIC). The opposition is who should be presidents, vice-presidents and secretaries.

Officials of the parties represented in the current parliament participate in the consultations convened by the regional governors: GERB-SDS, PP-DB, DPS, “Vazrazhdane”, BSP, “There is such a people”, “Velichie”.

Today, the party representatives in Lovech, Sliven, Ruse, Silistra, Razgrad, Shumen, Kyustendil did not agree. One of the few exceptions is Plovdiv-citywhere the chairman was unanimously elected, but there is no consensus for the other chief positions. In Yambol, there is also agreement only for the chairman.

IN Lovech there were two proposals for secretary of the commission – from the coalition “We continue the change – Democratic Bulgaria” for Maria Yordanova and from “Vazrazhdane” for Evgenia Ivanova, but no one backed down from what was stated. Only one proposal was made for chairman – of the “GERB-SDS” coalition for Rositsa Dimitrova. There are three proposals for deputy chairman – of DPS for Fatme Mollova, of “BSP for Bulgaria” for Petko Petkov and of “Ima talovny narod” for Petya Stoyanova.

Representatives of six parties and coalitions participated in the consultations. DPS received two proposals for one member of RIC – Lovech, as two proxies of different representatives of the party appeared, reports BTA.

The candidates for RIC members from “GERB-SDS” are Stoyo Kovachev, Daniela Tsanova and Ivan Arabadzhiev, from “Continuing the change – Democratic Bulgaria” – Clara Barosova and Pavlina Valova, from “Vazrazhdane” – Ralitsa Dimitrova and Milen Belev, and from DPS – Irena Ralchevska-Stoyanova.

During the consultations, no agreement was reached between the two proxies of the DPS party for their member in RIC – Lovech. It remained for the CEC to determine which of the two proposed would be the party’s representative.

The proposals made will be sent to the CEC, which will decide on the composition of the RIC – Lovech.

And in Sliven no agreement was reached between the parties and coalitions on the composition of the RIC. Consultations were held there today, led by regional governor Chavdar Bozhurski. Representatives of all parliamentary parties and coalitions participated in them.

Two proposals were made for chairman – Rositsa Todorova on behalf of GERB, and Elizabeth Kenderyan from “Continuing the change – Democratic Bulgaria”. The representatives of the parties and coalitions united around the idea that RIC should have four vice-chairmen. Three candidacies were put forward for deputy- Sevda Yumerova from DPS, Maria Chompova from “BSP for Bulgaria” and Reni Yankova from ITN. There were also two nominations for RIC secretary – Srebrina Ganusheva from “Vazrazhdane” and Stanimir Vlahov from DPS.

Given the impossibility of reaching an agreement, the documents for the conducted consultations will be sent to the Central Election Commission.

The political parties in Ruse also did not reach an agreement on the composition of the RIC because of a dispute over the chairmanship.

The proposal of GERB – SDS was for Stella Stoilova for chairperson and Miglena Angelova, Borislav Zhechev and Stefan Donev for members. Ivan Doinov and Stefan Bonev and Branimir Stefanov were proposed as secretary by “Continuing the Change – Democratic Bulgaria” as members.

Lawyer Liliana Vladimirova was the proposal of “Vazrazhdane” for chairman. People’s representative from the party Zlatan Zlatanov stated that they would still be inclined to cede the position of chairman to Stoilova from GERB – SDS if Vladimirova is secretary. Proposals for members of “Vazrazhdane” are Dimitar Dimitrov and Dimitar Kostadinov.

The DPS proposed Sheinur Eyoub as deputy chairman.

Milena Hinkova, the long-time chairman of RIC-Ruse, is again a candidate for the position from “BSP for Bulgaria”. “There is such a people” proposed Ina Raycheva – Tsoneva for deputy – chairman.

The minutes of today’s meeting will be sent on Monday to the Central Election Commission, which will have to decide on the composition of RIC-Ruse.

A dispute over the secretarial position and two separate nominations, broadcast by two authorized representatives of the DPS, became the reason for today’s consultations on the composition of the RIC-Yambol also end without result.

During the consultations, no agreement was reached on the secretarial position. The PP-DB coalition, which nominated Krasimira Atanasova, and the “Vazrazhdane” party, which proposed Mladenka Delibaltova, did not back down from their nominations.

Another case came with the proposals for vice-chairmen of the commission. Two of them made two authorized representatives of DPS, and according to the distribution of the number of members by parties and coalitions, DPS has the right to one representative.

The representative with power of attorney from Delyan Peevski – Nikolay Kasidov, announced the nomination of Mariana Gardeva for the vice-chairman’s seat. The participant in the consultations authorized by Jevdet Chakarov, Yusein Ahmed, proposed Laura Kalamerova for the same position.

“We object and do not agree with the admission of an illegitimate representative of the DPS, therefore we sign the protocol with a dissenting opinion and propose that the CEC appoint the person proposed by me,” announced Yussain Ahmed.

During the consultations, all participants announced their support for the proposal of GERB-SDS for the chairmanship of RIC – Yambol, that Ani Kaneva – the long-time chairman of RIC and the municipal election commission in Yambol – be nominated.

The Central Election Commission (CEC) will determine the composition of the Regional Election Commission (REC) in Kyustendil, after the scheduled consultations in the Regional Administration in Kyustendil no agreement was reached by the political forces on its composition. The deputy regional governor, Georgi Dzhoglev, who leads the consultations, announced a “collision” because of the permissible two representatives of the DPS, authorized by the two chairmen of the party. Each of them asked for one member in the RAC, and according to the decision of the CEC, only one representative is entitled to that, he explained.

The Central Election Commission (CEC) will determine the composition of the Regional Election Commission (RIC) in Silistraafter the scheduled consultations in the Regional Administration failed to reach an agreement between the political forces.

Only lawyer Konstantin Stoilov from PP GERB was proposed as chairman of the commission. Consensus was also reached on the position of one of the vice-chairmen, proposed by the “BSP for Bulgaria” Coalition. There was a dispute over the secretary position. The “Continuing the Change – Democratic Bulgaria” coalition, Vazrazhdane and DPS nominated their candidates.

Part of the representatives of the PP “Movement for Rights and Freedoms” signed the protocol with a “distinct opinion” regarding the formulated proposals, and another representative of the party announced that he was inclined to give up the secretary position in exchange for the position of deputy chairman of the commission.

An agreement was not reached for the secretarial position in the Regional Election Commission (REC) in Noisy during today’s consultations with the deputy regional governor Diyan Dimitrov to determine its composition. Representatives of all parliamentary political parties and coalitions participated in them. Representatives of the Velichie party were also present.

There were three proposals made for secretary of RIC-Shoumen. Coalition “Continuing the change-Democratic Bulgaria” proposed Milen Mitev, and on behalf of DPS, through authorized persons, proposals were made for Fatme Mehmedali and Ahmed Jambazov. In the course of the discussion, the political parties and coalitions did not change their positions and no agreement was reached on secretary of RIC – Shumen.

GERB-SDS proposed to the consultations Svetozar Petkov as chairman of the Regional Election Commission. This was the only nomination for the position. Stefka Marinova, Nikolay Dimitrov and Marko Kolev were proposed as vice-chairmen of the commission, respectively by the representatives of “BSP for Bulgaria”, “Vazrazhdane” and “Ima talikny narod”.

According to the decision of the Central Election Commission, the composition of RIC – Shumen will be from 13 people, including the chairman, to four, but not less than two vice-chairmen, as well as a secretary, as GERB-SDS will have four members, “We continue Change-Democratic Bulgaria” and PP “Vazrazhdane” – three each, and DPS, Coalition “BSP for Bulgaria” and “There is such a people” – one member each.

“I have a power of attorney from Delyan Peevski, so I have made the offer,” said Nedret Halil to journalists after the end of the consultations, who proposed Shumen Fatme Mehmedali as secretary of RIC.

Turhan Karakash, who proposed that the secretary position in the commission be taken by Ahmed Jambazov, told the consultations that Nedret Khalil was released from the post of acting regional chairman of the DPS, which he now holds. “We are guided by the party’s statutes and comply with the decisions made at the central level. I motivated myself at the consultations that at the moment I am the representative of the DPS for the Shumen region. Nedret Ahmed has been released from this position and these were my motives for making the relevant proposals,” Karakash told journalists.

The composition of the Regional Election Commission (REC) in Razgrad will be determined by the Central Election Commission (CEC). Authorized representatives of the parliamentary parties and coalitions participated in the talks on the composition of the RIC of the 18th multi-mandate region, led by the regional governor Vladimir Dimitrov. During the consultations, the representatives of the political forces in the area did not reach a consensus. The disputed positions were the chairmanship and secretary position in RIC.

GERB – SDS proposed Viktor Viktorov as chairman of RIC. The chairmanship was also sought by the coalition “We continue the change – Democratic Bulgaria”, and their candidacy was attorney Zoro Chobanov.

The candidacy of Silvia Velikova was the proposal of the “BSP for Bulgaria” coalition for the position of vice-president. “There is such a people” also proposed that their representative, Diana Vasileva, be the vice-chairman of the commission.

An understanding was not reached for the secretary’s position either, as representatives of the DPS, authorized by the two chairmen of the party, insisted on the position. The proposed candidacies were Ayjin Azis and Bekhtie Suleimanova. The representative of “Vazrazhdane” also asked for the chairman’s seat, indicating that the party’s candidate is Albena Todorova-Yordanova.

After no agreement was reached on the leadership of the commission, regional governor Vladimir Dimitrov announced that he would send the protocol of the consultations and all necessary documents to the Central Election Commission, where they would determine the distribution of positions.

After the consultations in front of the media, the regional chairman of DPS Arif Ahmed said that he will sign the protocol with a dissenting opinion. “I will object that the other representative of the DPS is illegitimate and that the CEC should accept my proposal as an authorized representative of the DPS with the chairman Assoc. Prof. Jevdet Chakarov, who is the legitimate chairman of the party. The others are illegitimate, they are excluded from the party,” noted Arif Ahmed.

“I don’t understand how they allow people who are not representatives of the DPS. They have no way to write objections because they are not represented in parliament, they are independent. This will also be our remark, which we will note in the protocol. We will wait for the CEC to make a decision,” said Ivo Borislavov, who was authorized by Delyan Peevski to represent the DPS at today’s consultations.

The regional governor of Stara Zagora Metodi Markov convenes public consultations to determine the composition of the Regional Election Commission (REC) in the 27th multi-mandate electoral district of Stara Zagora. An invitation to participate has been sent to the leaders of all parliamentary parties and coalitions in the 50th National Assembly.
