Rector of the Moscow Higher School of Social and Economic Sciences (Shaninka) Sergei Zuev, arrested on suspicion of major fraud, needs urgent surgery on his leg, said Alexander Khuruji.

“Zuev does not lose his presence of mind, he smiles, but his hands were shaking when he talked to us. His blood pressure rose to 195. He also needs urgent surgery on his leg, “he said, adding that the scientist walks with a cane (quoted by TASS).

Zuev told Khuruji that the doctors in the pre-trial detention center are doing everything possible to help. The POC member pointed out the need for access to the scientist by specialized medical specialists who can objectively assess the condition of the arrested person.

Zuev was arrested some time after heart surgery. He has problems with blood vessels, hypertension and atherosclerosis, notes TASS.

On October 19, the investigation brought charges against Zuev under the article on fraud on an especially large scale (part 4 of article 159 of the Criminal Code). On October 13, the Tverskoy District Court sent him under house arrest until December 7, 2021. Then Zuev had the status of a suspect in the theft of more than 21 million rubles belonging to the Fund for New Forms of Education Development. He was detained in the case of ex-deputy minister of education and former vice-president of Sberbank Marina Rakova.

According to the investigation, Zuev entered into a criminal conspiracy with Rakova and the former deputy head of the Fund for New Forms of Education Development Yevgeny Zak in 2018, when he served as director of the Institute of Social Sciences of the RANEPA, in order to steal funds from the university. The three of them fictitiously employed twelve employees of the Ministry of Education, concurrently, as researchers at the Institute of Social Sciences, the Ministry of Internal Affairs said. As a result, the university suffered damage in the amount of more than 20 million rubles. Similar charges were brought against Rakova and Zak.

A criminal case against Rakova was opened at the end of October. She is also accused of embezzling more than 50 million rubles belonging to the “Fund for New Forms of Education Development” during the implementation of the federal project “Teacher of the Year”. In this case, there is a former employee of the fund, Maxim Inkin, who held the post of managing director of the Digital Education Platforms division, which Rakova headed before her dismissal, as well as the common-law spouse of ex-Deputy Minister Artur Stetsenko. All are in custody, none of them pleads guilty.
