The reason lies in the definition of cyber threat, Minister Atanas Ilkov explained

The Ministry of Internal Affairs cannot stop Gergana Nedelcheva from making fake profiles on social networks and so she stops threatening the singer Dara Ekimova and the influencer Yasmin Kirilova. They are victims of social media threats, not cyber threats.

This is how the Minister of the Interior Atanas Ilkov answers a written question of the PP-DB MP Stella Nikolova regarding the two reports that Nedelcheva has been harassing them for years. She was forcibly treated for 1 month in a psychiatric clinic, but after leaving there, she renewed her threats.

At first glance, Ilkov’s answer sounds strange, but this is because of the definition of a cyber threat by law – “any malicious actions aimed at compromising computer systems, networks, information or data”, writes the interior minister. He answers to Nikolova why the Ministry of the Interior cannot stop Nedelcheva from making fake profiles by using a VPN – a service that gives a person a new IP address. The reason is that the program is mostly used by people in countries with very low internet freedom like Russia, North Korea and Oman to bypass web censorship. Ilkov also points out that social networks do not require a VPN to create a new profile. In fact, however, both Kirilova and Ekimova are using the option to block not just Nedelcheva’s numerous profiles, but also any others she may make from her IP address. She can change it without using a VPN – she just needs to connect to wireless internet in a cafe, for example. And Ilkov explains in his answer that GDBOP does many preventive campaigns for Internet safety.

At the moment, the court in Plovdiv is considering a new request for Nedelcheva’s accommodation for forced treatment. It is because of the threats from August, which were announced by Dara’s producer Stanislava Armutlieva. The meeting was on September 4, but the decision was postponed to September 17 because of the appointment of a psychiatric examination of the 28-year-old Plovdiv woman. It did not take place because the judge was ill. The new date is September 27.
