The president of Colombia, Gustavo Petro, decided to partially suspend the bilateral ceasefire with the dissidence known as the Central General Staff of the Farc (EMC Farc) after the attacks on the civilian population. While the guerrillas maintain that there were breaches by the military forces.

Petro announced the decision after the Extraordinary Security Council held after learning of the massacre of four minors from the Murui indigenous community, Putumayo, who were forcibly recruited by the EMC Farc. The Government described the massacre as “an atrocious act that questions the will to build a country in peace” and assured that there is no justification for this type of crime.

“After listening to delegates from the communities and from the Extraordinary Security Council and due to the serious violation of International Humanitarian Law by this illegal organization, added to other facts that generate uncertainty and anxiety in the population, the Government made the unilateral decision to partially suspend the effects of Decree 2656 of 2022″, reported Petro.

In addition, the Government made a call for the representatives of the armed structure to participate in the mechanisms of the departments where the ceasefire, although the guerrillas say that they have not been installed.

“If the bilateral ceasefire is not effective in certain territories to protect the life and integrity of the entire population, it makes no sense to persist with it,” the national government reported.

The installation of the talks table with that armed organization was suspended on the first proposed date. However, after the new decision, the Government will speed up the dialogue phase and announced that it will present the names of the delegation.

With the decision of the national government, the bilateral ceasefire will go from being national to regional, in force in specific territories. In a statement, the EMC Farc assured that in practice the hostilities are reactivated against the organization as a whole.

“At the security council held yesterday, May 21, 2023, from which it was concluded to officially and unilaterally break the ceasefire, once again violating the established protocol with the sophistry of a partial rupture of fire in Meta , Putumayo, Guaviare and Caquetá, an action that in practice is to break with the FARC-EP as a whole”, they pointed out.
