The procedure for calculating unemployment benefits has changed in Russia – Rossiyskaya Gazeta

by time news

The period for which income is taken into account can, for example, be shifted or extended in favor of the unemployed. When registering with employment centers, a certificate of income received 3 months before dismissal is required. However, for various reasons, in one of these months, earnings could be less than usual or even completely drop out. For example, a person did not receive a full salary due to production downtime or illness. As a result, the income for three months will be lower than it could have been.

According to the new rules, a month with a dropping or lower income will be excluded from the billing period, and in some cases – the period itself will be shifted: that is, the average earnings will be determined for the previous period, equal to the calculated one, Alexander Safonov, Vice-Rector of the Financial University under the Government of the Russian Federation, explained to RG …

Moreover, the income must now take into account all types of payments provided for in the organization, regardless of their sources, to which the employer deducts contributions to compulsory pension insurance. “Each case has its own nuances, for example, additional payments to employees can be introduced in a separate region,” says Vadim Tkachenko, a lawyer at the vvCube consulting group.

The resolution takes into account individual cases of calculating average earnings for certain categories of citizens. For example, for those who served on the draft. Former military personnel can apply to the employment center within a year from the date of dismissal from the armed forces, and their average earnings will be calculated from the income they received three months before the army. For workers with irregular working hours and for those who work part-time or part-time, the average earnings will be calculated according to the average daily income.

The Ministry of Labor clarified that unemployment benefits are calculated as a percentage of average earnings: 75% – in the first three months, 60% – in the next four, later – 45% of earnings.

The maximum amount of unemployment benefit is 12,130 rubles, and the minimum is 1,500 rubles. Citizens who have worked for at least 26 weeks at their last job and registered at an employment center within a year can count on the maximum allowance.

Employment centers can receive information on the average earnings of Russians through interdepartmental interaction from the FIU. People do not need to obtain a certificate from an employer to receive unemployment benefits. “This procedure operated earlier in accordance with the temporary rules for registering citizens as unemployed. Now it is established on a permanent basis,” the ministry said.
